Project Overview: The National Clean Energy Program (NCEP) is Ghana’s flagship cooperative initiative under Article 6.2 of the Paris Agreement, established through the Ghana–Switzerland Climate Cooperation Framework. The program is designed to accelerate Ghana’s clean energy transition by promoting investment in solar photovoltaic (PV) systems for residential, commercial, and industrial (C&I) users. NCEP provides financial incentives linked to verified carbon mitigation outcomes, supporting Ghana’s Nationally Determined Contributions (NDCs) while improving access to affordable and sustainable energy.
KITE’s Role & Impact:
- Partnered with Econoler (Canada) as the Coordinating and Managing Entity (CME) for the C&I sectors.
- Supports project developers, EPC companies, and beneficiaries in navigating the eligibility, application, and inclusion process under NCEP.
- Promotes the aggregation of solar PV projects (from the Commercial & Industrial sector) into eligible portfolios for subsidy payments and carbon credit generation.
- Facilitates capacity building for local EPCs and SMEs to ensure compliance with Monitoring, Reporting, and Verification (MRV) standards.
- Engages in stakeholder awareness and technical assistance to ensure equitable participation and gender-responsive access to NCEP benefits.
Outcome: The NCEP aims to install 135 MW of new rooftop solar PV capacity across Ghana by 2028, representing approximately 4,000 projects – 1,000 in the C&I sector and 3,000 in the residential sector. It is expected to generate thousands of Internationally Transferred Mitigation Outcomes (ITMOs), attract private-sector investment, and deliver measurable progress toward Ghana’s low-carbon energy future.
